Animals at Large
In terms of pet laws, the term “animals at large” generally means free-roaming animals who are not on a leash or tether, or otherwise confined, such as behind a fence. In Jacksonville, animals at large are prohibited. All animals must be confined or leashed unless engaged in hunting, exhibitions or other specified legal activities.
Animals on a tether are restricted by specific ordinances as well. The tether must be strong enough to hold the animal, but must allow ten feet of movement space in all directions from the tether point, which also must swivel and be attached to a line that is elevated at least 7 feet off the ground (a “run”), among other specific regulations.
